There probably isn’t one “perfect” PDF annotation library, because it depends on whether you need only viewing, drawing annotations, saving annotations back into the PDF, collaboration, or a full editor.

For a full annotation feature set, I would look at these first:

• Apryse WebViewer — strong option if you need a complete PDF viewer with built-in annotation tools, UI, and saving support.
• Nutrient / PSPDFKit Web SDK — also very strong for production apps that need viewing, annotating, signing, and editing.
• PDF.js — good open-source option for rendering PDFs, but you will usually need to build your own annotation layer/UI around it.
• pdf-lib — useful for creating or modifying PDFs, but it is not really a full ready-made annotation UI library.

So if you need something production-ready with annotations out of the box, I would suggest Apryse WebViewer or Nutrient/PSPDFKit.
If you need a free/open-source approach and are okay building more yourself, use PDF.js with a custom annotation layer.
