Not resolved yet. I also made a support ticket but never got any reply till

I am experiencing an issue with my GitHub billing account.
I added my billing information (name, address, city, and country), but I have not added any payment method yet. When I try to add a payment method, I receive the following message:
"Sorry, you can't update your billing information at this time. The billing information supplied is ineligible for transactions with GitHub due to government restrictions."
Because of this restriction, I am unable to add a payment method, and I also do not have any option to edit or remove my existing billing information.
