Is it useful to include a constant that is semantically meaningless?

GasCosts.ZERO is only used in return_() (all forks) and early selfdestruct (3 forks). Could just replace with extend_memory.cost / Uint(0) and remove the constant. Happy to pick this up if nobody's on it.
