support HTTP for repositories, to allow local caching

HTTPS isn’t necessary for repositories because the packages are signed with GPG keys. For example, Ubuntu, Debian, RedHat, CentOS and Fedora repositories are accessible via HTTP.
We use Squid, but if you use HTTPS we cannot cache locally, we hammer your servers and the download is pretty slow.

@maxadamo I am not part of this project at all, but I would guess it's pretty unlikely they will enable bare HTTP, becuase that would impact the entire Broadcom Artifactory instance and is not a SaltStack-specific change. I think you will have more success hosting a nginx/apache/other reverse proxy, which caches all content.

I have always given for granted that SSL cannot be cached, and I was unaware of SSL-Bump feature with Squid.
I gave it a run today and it's great.

I can understand your observation, and I noticed that Broadcom is using Artifactory... we use it too, I never liked it, but it is there.
